It is important, particularly for those parts of the District within the HWAONB and other areas of environmental protection, that controls are exerted over extensions to residential gardens. We suggest that if an extension be granted, then any permitted development rights in the extension area be removed.

It would help, particularly to parish councils looking at applications, to have the checklist/guidance suggested in Policy DHG5. We believe however that in (i) additional noise should be an additional consideration. This particularly relates to outbuildings used as workshops.
With regard to Policy DHG6, it is felt that 'close proximity' needs further definition.

DHG7 is to be welcomed, since in rural areas new fencing can have a particularly adverse impact on the environment. We are concerned that DHG7 unfortunately takes no account of the effect of a new access absorbing former roadside parking. In villages, particularly where there is pressure on roadside parking, this may have unfortunate effects.

We agree with draft Policy DEC1, but would wish to see, in relation to Conservation Areas, a provision which prohibits continued reliance upon previous permitted development which are not in harmony with the principles of the Conservation Area, for example vinyl window coverings, which are not acceptable.

We feel that the occupancy conditions on Policy DEC2(e) should be spelt out definitively; anything greater that 48 weeks per annum occupancy should not be permitted.

We agree with Policy DEC3 in principle, but wish to see it strengthened by the inclusion in (i) a time period for the advertising and marketing in a proper fashion of the site for continued employment use. Also the 'or' in the third line should be changed to 'and'.

We applaud the recognition of the significance of the HWAONB by giving it a separate policy. It could be more sharply focused by including 'such development should ... not result in the loss of Ancient Woodland, and should conserve and enhance the ecology and productivity of fields, trees and hedgerows'.

We would prefer to see a policy in DEN4(ii) 'to prevent a net loss of biodiversity and to ensure a comprehensive network of habitats, and to work with others to ensure that habitats, features and networks are monitored, restored, enhanced and if possible created, so as to achieve a net gain in biodiversity and sustain wildlife in all areas'.
We also note that there is no specific policy upholding and/or furthering the Green Infrastructure Network, on which RDC has already done some pioneering work. That work needs to be supported by a specific policy.

We support the policy generally, but would wish to see §(i) strengthened by the requirement for any developer to produce groundwater data monitoring for a full twelve month cycle, so that the appropriate form of SuDS may be properly assessed.

We support in general Policy DEN7, but would wish to see in relation to a measurable nuisance such as noise, an upper limit on the development, producing to more than **dB above prior ambient noise levels.
We also note that nowhere in these new policies is there any specific policy about development on contaminated land; there should be.
