QUESTION 4: What opportunities do you think there are to encourage biomass/wood fuel from local sources and how should these be reflected in planning policy?

Representation Summary:

We believe that RDC should work with the High Weald AONB Unit to encourage the use of local sources of biomass/wood fuel, but recognise that large scale importation of wood fuel from outside the District would need to be very carefully controlled in view of the problems created by such traffic.

In any policy, use of locally sourced biomass/wood fuel should be encouraged, particularly for any commercial/industrial developments. It should be policy that all dwellings, wherever possible, should be built with chimneys to allow for the possibility of the use of wood burners.

QUESTION 8: Which option for the supply of affordable housing is most appropriate to ensure a sufficient supply of affordable homes without prejudicing the viability or deliverability of development?

We believe the need for affordable housing in rural areas is greatest housing need facing Rother, so want to achieve maximum return for rural areas. So wish for Option C, but we regard provision of actual homes better than financial contribution (schemes 6-10 dwellings). If financial contributions obtained, use must be ring fenced to within rural part of Rother.

In order to better evaluate the problems of affordability for housing in Rother, it would be necessary to have a further breakdown of the Rother ratios between Bexhill and the rest of the District: is this available?

On average, homes built in the UK have smaller room sizes than other Western European countries, so we welcome imposition of minimum internal space standards.

On average, homes built in the UK have smaller room sizes than other Western European countries, so we welcome imposition of minimum internal space standards.

On accessibility, we wish to see Option C (higher standard) even though the scope for sites of 50+ are limited in rural areas, but we would wish to see older people have the opportunity to live in appropriate accommodation in their home villages if possible.

Specifically regarding options for Older People, we feel that suitable options for rural developments would be your options A, C, D, E, especially as Robertsbridge is a rural service centre.

We agree that sensible controls are needed. However, we think the draft policy could be improved by:
a) including specific requirements for cycle storage;
b) car parking considerations could also be subject to the same parameters as Waste and Recycling, ie 'be considered at the outset, be integral to the development, respect visual amenities and streetscape character of the area';
c) given that there will be pressure to create housing with fewer than three bedrooms, we would argue for a minimum garden size of 10m2 for two bed houses.
