The size and scale of existing settlements and the level of services is the appropriate starting point for assessing the housing distribution stategy for the district. Although environment issues such as ANOB are factors in consideration of this strategy no evaluation of the impact of development on the setting of the ANOB has been considered by the Council. As a significant area of the District is covered in ANOB such an assessment of the strategic settlement of Robertsbridge has undervalued its future potential for sustainable development.

The Councils assessment of submitted housing site is flawed in particular assessments made in consideration of landscape impact and highway. We submitted reps on these assessment to Rother DC and have had no reply formally or through the SHLAA that these issues have now been addressed by the Council

Robertsbridge should not be placed within the catagory of "villages" as this under estimates its role within the distict as the signual largest settlement out side the coastal towns of Bexhill Battle & Rye.

The Council refer in para 7.50 that there are 1300 dwellings with outstanding planning permission. Para 7.51 states that there is local plan allocations of 1750. They acknowledge these site have not been reviewed which they should have done to assess how robust this figure is.
In any event these figures should be applied to the robust SE Plan figure of 5600 which would leave you with a need of 2550 dwellings in the Core Strategy to meet its overall target.

The limited capacity for growth of the Rural settlements has not been fully investigated by the Council.
