The Council have suggested a windfall allowance for 225 dwellings over the last 5 yrs of the plan. The Council do not need to rely on these figures if they undertook a robust assessment of the sites in the SHLAA measured against a robust landscape capacity assessment of potential sites unlikely to have an impact on the ANOB eg Land off Bishop Lane, Robertsbridge (RB1) amongst others. The Council has failed to give " compelling evidence that prevent specific sites being identifid" NPPF
