The Rural Areas need to accomodate more than local need. Rural areas must contribute towards the roles that settlements like Robertsbridge make to the District and play an appropriate role in the distributions of housing. Robertsbridge with its main line rail station and proximity to a sustainable transport network should allow it to make a significant contribution to the housing need of the District as a whole.

Rother DC should have a plan that covers a minimum of 20yr period as does the SE Plan.
It is inappropriate for the Core Strategy to cover a period upto 2028. By the time the plan is adopted the CS will bearly cover a 15 year period.

Give rural settlements a greater role in the deliveray of econonic and social needs of these communities, in particular Robertsbridge in creating a balance between those settlements in the ANOB and their future prosperty. A clear detailed and comprehensive Landscape assessment should be undertaken by the Council to assess the full potential and capacity of settlements in delivering a greater housing comtribution in the District is needed

The Plan has been independantly assess at examination and provides clear evidence as to the housing needs of the District. The Councils primary obligation on housing in the district is to meet its housong requirements. Constraints exist in all local authorties to some degree, however the council need to meet the economic and social needs of its community. Although the Plan may have refered to the strategy for Bexhill based on a completion of road improvements the housing need for the district remains 280 compared tp 245. This only represents a 14 % increase over the plan period. The evidence for the districts housing requirements remain. It is for the Council to assess how best to deliver this housing need is met.
