Point c(iii) "give further consideration to only very limited development in the peripheral areas of Hastings...." raises concerns. Paragraph 6.58 Lead Agencies / Partners. There is no mention of any involvement from the Parish Councils on the Hastings Fringe, unlike in the Rural Areas where Parish Councils are listed. It would be expected that a democratic input should be welcome from all the Parishes regardless of their location.

Aims in Box 19 are admirable. The empty homes action plan seems a good idea. The point made in paragraph 10.7 and mentioned above regarding in-migrants will tend to overwhelm attempts to provide "affordable housing". Either building continues until the area's "natural assets" are so depleted that the attraction to in-migrants is gone or there is some kind of rationing imposed. Neither of these seems attractive options. In-migration and a tendency for youth and talent to be drawn to areas with better opportunity will perpetuate the existing trend. Raising the earning ability of those who remain to be able to compete with in-migrants may be a solution.
The points raised on housing mix to match household composition are important. However, quality and location is as important as number of bed-rooms in this mix. The cost and ease of moving home and the option of staying in the same neighbourhood are important issues that also impact population mobility.

The aim objective and strategy look good. However where these are not aligned with established trends change is slow and there is a tendency for unintended consequences. An example, the business parks on the outskirts of Hastings. Some of the units designed for industrial use are now used for retail and recreational use which has had a detrimental effect on the retail centre of Hastings. Retail/light industrial building on the outskirts of towns tend also to be a poor use of land as unlike the town centre they tend not to incorporate residential space above.

Sustainable Resource Management

Paragraph 12.27 has already been mentioned earlier in relation to Wind Power. Bio-mass has some potential especially when considered in the historical context of the ancient coppiced woodland. There could be opportunity to support or re-start coppicing as a way to preserve the woodland, make an economic contribution, harness a renewable energy resource and create new employment.
Paper cardboard and other biodegradable refuse used for fuel is classified under EU directive 2001/77 not as "waste" but as "biomass" counting as a "renewable energy resource". The waste incineration directive does not apply.
The combination of coppice wood and biomass recycling as a renewable fuel for local energy/electricity production could have many benefits to the district.
Box 31 option 2 mentions "identify areas of suitable strategic renewable and low-carbon energy generation." This would seem a better option than exporting recyclables and importing energy which in itself contributes to carbon emissions.

Box 32. Water Supply and Wastewater. A strategy to limit the creation of new water users and policies to conserve water are preferable to creating or extending reservoirs with the resulting loss of countryside.
