Box 11 - Preferred Strategy for Hastings Fringes
Representation ID: 19481
Received: 30/01/2009
Respondent: Guestling Parish Council
The land between Ivyhouse Lane and Rock Lane mentioned on page 47, Box 11 a(ii) Preferred Strategy for the Hastings fringes in Rother district "joint working to develop multi-functional green spaces". The preservation of the essential nature of an ANOB is important. Exceptional circumstances that might cause this to change should be examined carefully. Hastings residents should continue to be able to enjoy the beautiful countryside that is currently within walking distance of their town.

Preferred strategy is good, subject to the following reservation;
Link Road and Baldslow Junction. There is concern that there may be an increase particularly of inappropriate traffic in the lanes caused by traffic to or from the A259 to the east either via the A28 or the Ridge. What plans are in place to manage the traffic at this point and how it is proposed to ensure that through traffic remains on the "A" or "B" class roads and do not leach out into the lanes.

Wind Power - Fairlight/Hastings/Heathfilld ridge (para 12.27). Although in favour of renewable power its site in an ANOB needs further explanation and clarification.

Rother highly regarded for climate, wildlife, beautiful countryside and seashore.
Population: These attributes make it a popular retirement area, increasing longevity increases average age.
Household Characteristics: Retirement effect reinforces small household sizes.
House Affordability: Pattern of retirement to area maintains high house price to income ratio. Forecast increase in older demographic may result in demand for, and shortage of, smaller homes. This in turn slows availability of larger homes as people remain in properties which are larger than they require. A relatively high owner-occupier and low social rented percentage is arguably an indication of a successful society.
Economy and Employment: High % of working population in service sector may be result of needs of predominantly retired population.
Socio-economic Issues: Disappointing to see IMD rank worsening - connected to relative decline in pensions + increasing numbers receiving benefit? Reassured by low level of crime and disorder.
Environmental Assets contribute to shaping district's demographic profile.

The vision outlined in the report in admirable. Rother District should build on its strengths, protect its assets and work with demographic changes to enhance the lives of the population. Affordability should be sought by improving earnings opportunities through education and training. High quality sustainable developments should try and meet the aspirations of the population.
