Agree that the development of this site should be through a comprehensive masterplan.
BEX4 mentions car parking/coach park/drop off area to serve the development and the adjacent school - it is suggested the policy refers to the linkages to the wider transport infrastructure that supports local accessibility for both cyclists and pedestrians and for the inclusion of secure/covered cycle parking.
