Development and Site Allocations (DaSA) Local Plan - Options and Preferred Options

Representation ID: 21934

Received: 18/12/2016

Respondent: Ms Val Hunnisett

Representation Summary:

Generally agree. I shall miss walking on the beach after a swim - Possible at the present Leisure Pool site. Also the mixed nature of that site means that people combine exercise and retail which acts to benefit both activities. Important to co-ordinate with the Hastings FC plans for a sports village near the recycling centre on Bexhill Road - so that sports are not overprovided for and others neglected. http://www.hastingsunited.com/news/hufc-future-plans--update--outline

Representation ID: 22179

Respondent: Mr Roger Fendall

Representation Summary:

Totally the wrong place for residential dwellings of any sort. All should be developed as leisure area with possible hotel facilities and restaurant. Drill Hall should remain and be refurbished with use extended to others. It is part of old Bexhill and should remain as part of the leisure/amenity area. NO DWELLINGS.

Representation Summary:

Leisure provision would seem to be an excellent suggestion for this site but I am uncertain if a hotel would be suitable so far from the seafront and town centre? Access and parking would need careful assessment.

Development and Site Allocations (DaSA) Local Plan - Options and Preferred Options

Representation ID: 22435

Received: 19/02/2017

Respondent: Mrs Drusilla Tramaseur

Representation Summary:

I agree with the provision of wet and dry sports facilities on this site. The swimming pool should be of the correct size and depth to allow competitive swimming, as well as a separate pool for learners and water exercise classes, etc. Ideally a separate diving pool should be included.
It is also important that the ten-pin bowling facility is replaced following its loss from Ravenside when Marks & Spencers took over its site. Younger residents lost a valued entertainment..
Hotel accommodation on this site will do nothing to encourage visitors to the town centre.

I make the following amendments to policy BEX4.

1. Retain present dry sports facility and keep open during surrounding works. Link into wet leisure facility.

4. Retain the iconic gateway of the Drill Hall in its present position, and include in new building. Consider this as part of Bexhill's rich history.

I do not believe it is in the communities best interest to have a large hotel & restaurant next to a primary school. In doing so would affect the safety & security of the children attending the school.

Transport Strategy & Economic Development
BEXHILL Page 128

-Policy BEX4: Land at Former High School Site and Drill Hall, Down Road, Bexhill

Agree that the development of this site should be through a comprehensive masterplan.

BEX4 mentions car parking/coach park/drop off area to serve the development and the adjacent school - it is suggested the policy refers to the linkages to the wider transport infrastructure that supports local accessibility for both cyclists and pedestrians and for the inclusion of secure/covered cycle parking.

Transport DC

Transport Development Control have previously raised concerns regarding the site access onto Down Road (due to the problems with the existing junction and filter lanes onto the A259) and have recommended that a transport assessment is carried out to consider the site access options. We consider that this assessment should be undertaken before the Pre-Submission version of the DaSA is published and accordingly inform the policy approach for this site.

Until this additional work is carried out we are unable to provide further comments or advice on the proposed policy approach for this site.

-Policy BEX4: Land at Former High School Site and Drill Hall, Down Road, Bexhill

The site contains an extant early 20th century drill hall associated with the Royal Sussex Battalions that fought in WW1. The site is therefore of very high local archaeological and historic significance and should not be demolished.

Please note that for most answers in this section a Red, Amber or Green rating has been assigned. In providing these responses, regard has been had to paragraph 169 of the NPPF. We are of the view that in order to satisfy this part of the NPPF, some of the proposed site allocations should be subject to archaeological assessment prior to the Pre-Submission version of the DaSA being published - these particular sites are identified below. For all the proposed allocations there will be a requirement for the subsequent planning applications to satisfy paragraph 128 of the NPPF.
