From my response to Question 18 it will be perceived that I have difficulty in chosing between Option 1 and Option 2. I think that it is a compromise of the two that is appropriate, i.e. some enhancement of the service centre role but contained within the confines of the town.
As indicated in my response to Question 18, I think that it is correct to discount a high level of growth for Rye.
