Option 1 is the most appropriate. It offers the opportunity to provide enhanced community facilities and services for the area, affordable housing and improved employment prospects and with the contribution of the development of the Local Plan allocation at Udimore Road reduce the pressure for unsympathetic infill development within the confines of the town that might otherwise arise through the pursuit of Option 2.

Current Local Plan policies recognise the town's unique historic, maritime and environmental qualities. From my response to Question 18 it will be perceived that I have difficulty in chosing between Option 1 and Option 2. I think that it is a compromise of the two that is appropriate, i.e. some enhancement of the service centre role but contained within the confines of the town.
As indicated in my response to Question 18, I think that it is correct to discount a high level of growth for Rye.

â€~Option 2 â€" consolidation’ is the correct and most appropriate model for Rye. We would not accept that the adoption of this model would pose any inhibition upon the development pressures for infill housing as suitable sites become available. We consider that Rye is capable of sustaining higher density building in smaller accommodation units and that this is best suited to the requirements of young families in the area looking for first homes.

Option 1 is broadly supported. Incremental growth in/next to rural settlements is supported where it maintains the town’s vitality and meets local housing/employment needs. Through the LDF, the Local Plan allocation at Udimore Road can be reconsidered and other, more sustainable, housing sites identified.
The Council should review settlement boundaries to make the best use of previously developed sites and avoid inappropriate development in Rye.
Cadborough Farm lies adjacent to Rye’s development boundary in the AONB. It is 1km from Rye’s centre, has not been used for agriculture since 1992 and is currently used for holiday lets.

It is noted that Rye Harbour is developed as an industrial area. This location is approximately 2.5kms away from the A259. As outlined above, the HA requests that a Transport Assessment is carried out for any large-scale developments. Any large-scale developments which would be accessed off Rye Harbour Road might require significant improvement to the junction with the A259, including a possible new bridge over the River Brede.

Southern Water is committed to meeting the demand for water and wastewater services arising from new development, as identified in adopted DPDs.
Need to ensure capacity needs of the Local Planning Authority are delivered in phase with development. Adopted LDFs will inform Southern Water investment plans.
Detailed knowledge of the location of new development is required. It is anticipated that Site Allocations DPD will quantify the precise location, scale and timing of the development. This will inform Southern Water’s investment programme. Southern Water unable to provide the services necessary to serve major new development until funding for the investment required is approved by OFWAT.

The issue of re-use of previously developed land, and potential contamination is important for this District particularly within the Rye Harbour area; As you know, the Agency has had extensive involvement in the identification of contamination and pollution of controlled waters in this location. This should be considered in the Area Strategy for Rye.
