4. What are your views on the Council's objectives for the Local Plan?

All irrelevant unless basic infrastructure is made core objective first - just degrading and depleting core objectives by'building before these core improvements are carried out/finished in full. A21 link, sewerage system, Drs and school facilities local transport systems, state of roads Council should be pushing back to ESCC and central government that objectives cannot be met without core infrastructure investment and any plans to do so before this directly go against the "Green to the Core" and "live Well Locally" policies in an 83% AONB area, further 7% nationally protected area, so 90%!

13. What are your views on the proposed policy for water efficiency?

Representation Summary:

The local water efficiency targets are achievable, if the infrastructure is improved. Current leaks in rural and built up areas are reported on a regular basis as the old pipework system fails but more building work continues on a dally basis with no upgrade of base Infrastructure. Three Oaks , Butchers Lane has a freshwater leak that has been running constantly for at least 5 years, reported many times, with no action. Asking communities and residents to try and meet and improve water use targets whilst a blatant lack of action by water companies is shown is an uphill battle.

What are your views on the Council's proposed policy for the High Weald National Landscape?

The proposed policy, in essence, seems to make sense but it is the implementation of the policy, the attention to it during planning development applications and the enforcement of it before during and after applications that is the most important element, but pre, current and future enforcement of conditions is not even mentioned.

30. What are your views on the Council's proposed policy on facilities and services?

Representation Summary:

This should also refer to the frequency of a service, a good example would be the Doleham Station area, cluster of houses and a relatively new development within a sensible distance of a railway station, but that has a service that stops twice a day each way, very early morning and very late at night. Not a service that would provide the ability to attend schools/Dr surgeries/work etc by public transport. Three Oaks area has a relatively frequent train service but when this service is cancelled , and a replacement bus is in place (many weekends, during industrial action and during rail works) the replacement bus stop is 1 mile away , down unlit country roads with 60mph speed limits and then to go towards Hastings, over a main A road, to go towards Rye, along the main A road with no footpath, which also obviously does not allow any disability access.

32. Specifically, what are your views on the proposed mix of local amenities and the requirement, within certain area types, for new development to be located within an 800m walk of these amenities?

72. What are your views on the vision for Rother's countryside?

The vision for Rothers countryside is as we would wish it to be as an overarching perspective and objective however many parts of the vision compete against each other and achieving the balance and enforcing it would seem to be the main objective.

89. What are your views on the Council, based on evidence, targeting a greater percentage of housing to come from smaller sites than the expected 10%?

Within Guestling Parish there would seem to still be some scope for small amounts of considerate single dwelling infill within development boundary areas although the majority of this has now been carried out. Along with the possible change of use of properties that have been previously been given planning for holiday usage being allowed to be changed to full residential use or longer term rentals to allow for further housing stock (especially of smaller sizes).

90. What are your views on the Council's approach to strategic gaps and those that are identified?

Representation Summary:

It is very concerning that the "strategic gap" between Rother and Hastings, of which Guestling Parish Council has at least two main boundaries, has not been specifically identified. The strategic gap at The Ridge/Chowns Hill area and at lvyhouse Lane industrial estate is already being eroded by the creep of the industrial park and the associated traffic/pollution etc that is part of expansion into rural areas and also the strategic gap at Ore, at Austen Way and onwards down Rock Lane where there have already been planning applications within the strategic gap (which fortunately so far have been rejected). Strategic gap in Rural Rother is a main part of maintaining the rural aspect and views. A main concern is also that this strategic gap area seems to have been included , along with the villages just outside this area as "Hastings Fringes", this in itself seems to ignore the presence of any strategic gap between rural and urban.

104. What are your views on the Council's proposed policy on public rights of way?

Representation Summary:

We fully support the protection of current Rights of Way and maintenance and upkeep of such. This currently is via ESCC and funding and enforcement of landowner issues and general maintenance need to be increased. We have the 1066 Link running through our Parish and there has been some new signage and art work installed but general advertising of the route, enforcement of issues that directly affect the vista of the route (felling of ancient woodland next to the A259) and further promotion to tourists is required.

There are areas where new rural footpaths would be beneficial due to the small narrow lanes with fast traffic, so encouragement and positive enforcement for landowners to maintain such footpaths (and even add in permissives where possible) would be very beneficial. "In Sussex 570 miles of Public Footpaths have been lost in the last century (The Argus 8 October 2023)" .
