We agree with Policy DEN7, but would wish to see an upper limit placed on additional noise from a development, as this characteristic is clearly measurable. There should be a separate policy on dealing with development on contaminated land.

We agree but would add that where proposals for part only of a site are being considered separately by Rother, if minded to approve, then Rother must take into consideration and provide for any necessary infrastructure and amenities for any possible increase in development over the whole site; and that any subsequent phases do not affect detrimentally any infrastructure and amenities provided in the first phase.

We are concerned about the wording in this paragraph, with regard to parishes that have made the considerable efforts in achieving their own Neighbourhood Plans. They should not suffer by Rother using this paragraph to approve other sites within the geographical scope of their Neighbourhood Plan which were properly dismissed as part of the review leading up to the Neighbourhood Plan. The second sentence should therefore contain a reference in the 'have regard to' of the existence of the Neighbourhood Plan and acceptance of its planning principles.

We would also wish to see specific support for improving such transport infrastructure. Particularly relevant to Robertsbridge, and other villages and towns with a rail station, is appropriate provision for car parking, acknowledging the problems created by commuter on-street parking, and use of other car parking spaces.

We support the adoption of optional Building Regulations standards for accessible housing, as acknowledged by our Policy HO5, 'thereby to enable (the elderly and people with disabilities) to remain independent and within the community for as long as possible'.
We agree with at least the minimum space standards of the PPG, but would wish to see these exceeded wherever possible, and particularly in the one and two bedroom categories, given that our space standards are lower than the rest of Europe.
