We agree but would add that where proposals for part only of a site are being considered separately by Rother, if minded to approve, then Rother must take into consideration and provide for any necessary infrastructure and amenities for any possible increase in development over the whole site; and that any subsequent phases do not affect detrimentally any infrastructure and amenities provided in the first phase.
