The SRNP supports renewable energy, including wind turbines, in its own Policy EN5.2, but counsels care in their siting in the High Weald AONB, in order 'to conserve or enhance the natural beauty of the Parish and have regard to the HWAONB Management Plan' (Policy EN3).

In the SRNP we have proposed a policy in Policy HO7 that all forms of development, whether residential or commercial, should demonstrate 'regard to issues of renewable energy technologies' otherwise they will be refused. Please note the threshold for Salehurst and Robertsbridge is any development.We urge you to adopt the same principle.

SRNP has Policy EC3 regarding employment retention where there are three criteria required before change of use may be granted; (1) viability; (2) 24 months lack of use; (3) alternative use to provide either some employment or community use or benefits. We urge use of these stricter criteria to apply to the wider scope of Policy DCO1.

In the SRNP we recognise the importance of the contribution to the rural economy of equestrian activities. Therefore in Policy EC6(a) we encourage the conversion to equestrian uses of former buildings outside the Development Boundary. In light of this, the provisions of your Policy DCO2 appear over-prescriptive.

In the SRNP we recognise the key need for affordable dwellings to maintain the sustainability of the community. In our Policy HO6 we are proposing that any development of 6 or more houses should provide on-site 40% minimum affordable housing. We also do want to ensure that all the affordable provision is made in our village, given that a financial contribution if allowed, may mean the housing is provided elsewhere, to the detriment of this village. Of the options given, we therefore select Option C as being the closest to our principles.

We agree with at least the minimum space standards of the PPG, but would wish to see these exceeded wherever possible, and particularly in the one and two bedroom categories, given that our space standards are lower than the rest of Europe.

We support the adoption of optional Building Regulations standards for accessible housing, as acknowledged by our Policy HO5, 'thereby to enable (the elderly and people with disabilities) to remain independent and within the community for as long as possible'.
We therefore agree as a minimum 9(a) and 9(b), and on 9(c) favour options D and E.

Following on from Q10, we believe there should be no restrictions on self-build provision, which is of course a much higher provider of new dwellings in Western Europe, so Option A is to be preferred.
