Generally we agree, however:
Point 2 - Isolated locations should not be ruled out as rural villages are often suitable for this form of activity.
Point 5 - There is a need to define unsuitable roads more clearly. A roads? Dual carriageways? Country Lanes? Bus Routes? We would argue that country lanes are suitable as long as off road bridleways, or eqivalent, are accessible within about 0.5 miles.

Fairlight Parish Council comment:
Strongly agree, although we would prefer that the period of sustained and comprehensive marketing should be 2 years rather than 18 months. We are also concerned that a developer could deliberately run down a site to make it non viable. There should be a test to establish if this has happened.
If developing part of a site is intended to keep the existing business viable there should be provision for this.

All three are agreed to be appropriate as baseline policies for Rother. However local communities, especially those developing Neighbourhood Plans, may wish to adjust them to meet the needs of their local communities as part of the Neighbourhood Planning process.

In Fairlight the age profile means that a higher proportion of properties will need to cater for enhanced access and be adaptable embracing the design for life principle.

QUESTION 12: Do you agree with the proposed policy approach to external residential areas and the proposed policy wording? If not, what changes would you wish to see?

Fairlight Parish Council comments:
We agree generally, however to allow optimum configurations it should not be assumed that rear gardens will always be provided. External private space could sometimes be to the side front or wraparound.
Where individual garages are not provided could provision for bicycle storage and buggy facilities be considered?
The Fairlight Neighbourhood Plan will argue for ecxeeding policy TR4 in those roads where on- street parking is impossible or unsafe.
Wherever possible private rather than communal refuse facilities should be provided as these tend to be better maintained..

Different parts of Fairlight may tend towards urban or rural characteristics so each location needs to be considered on its own merits.
DHG7 - We agree with the proposals except that in clause (ii) it should read " is consistent with .....or enhances.... the character of the locality."
DHG8 , to point 2 should be added " and they are designed to minimise water run off onto the highway".

QUESTION 21: Do you agree with the policy approach to sustainable drainage and the proposed policy wording?

In clause 7 we think it should read " proposals should accord with policy DEN6 in the Land Stability section", rather than DEN5. Otherwise we agree the proposed policy.
We will be addressing wider drainage issues in the Fairlight Neighbourhood Plan as we believe that the drainage system is completely inadequate at present.

Fairlight Parish Concil comments:
We agree the policy generally.
In the Fairlight/Pett area we believe that following the precautionary principle soakaways should not be allowed within 100 metres of the cliff rather than the 50m proposed.
Reviews of the limit of development should take place every 3 years or following any significant cliff fall.
We would also like to see an Article 4 direction for the coastal zone in order that work which is currently permitted development is subject to the test of additional loading to the cliff.
We will seek to address this in the Fairlight Neighbourhood Plan.
