Sea Change Sussex welcomes the Draft CIL Charging Schedule and Regulation 123 List and agrees it brings a fairer faster and transparent system for determining developer contributions. The negotiation of S106 Agreements can be time consuming and costly with monies available for the improvement of infrastructure being devoured in legal fees.

Sea Change Sussex appreciates and agrees with the PBA Viability Assessment that the development of employment land, save for retail, is non- viable, which reinforces our own economic assessments. There is a lack of Class A employment space in the Hastings/Bexhill area compared with the regional picture, commercial development to address this disparity has not been forthcoming due to the lack of financial returns on investment. Sea Change Sussex has only been able to bring forward development in the Bexhill area with considerable support and funding from the public sector.

The South East Local Enterprise Partnership (SELEP), Strategic Economic Plan published in March 2014, identified the A21/A259 Hastings and Bexhill Growth Corridor as an area of high priority for economic development. SELEP has committed Local Growth Fund for the development of the NorthBexhill Access Road and Queensway Gateway Road over 2015/16 and 2016/17 releasing further employment land and 550 -650 new homes

Sea Change Sussex welcomes the inclusion of the following project within the draft list:
New road from development access junction north to connect with Watermill Lane and A269 Ninfield Road known as the North Bexhill Access Road.
Junction improvements at A269/ Watermill Lane
Improvements to ensure connectivity and accessibility of new development into existing networks, communities, town and secondary centres. These projects are integrated within the Hastings Bexhill Growth Area and form part of the overall development package. It would seem logical that these projects are incorporated in the work being undertaken by Sea Change Sussex.

Sea Change Sussex is in the process of submitting a planning application for the development of the North Bexhill Access Road and subject to planning permission being granted would undertake the development in 2016/17 subject to sufficient public funds being made available. Sea Change Sussex welcomes the intention of Rother D.C to provide CIL funds for this development but would question whether these will be available within the timescale required.
If this timescale is too tight for the CIL how will Rother use its funds to support this major infrastructure project to ensure its completion in a timely manner.
