Concentrating development in the Rural Service Centres (i.e. after the main towns) is supported.
The role and function of the Rural Service Centres should be expanded and strengthened.
The housing allocation for the 'Villages' should be increased to 1,250 dwellings with the additional housing being allocated to the Rural Service Centres, in particular Robertsbridge.
The paragraph is supported.
Concentrating development in the Rural Service Centres (i.e. after the main towns)properly reflects National planning policies in respect of sustainable development and in particular Policy EC6.2 of PPS4.
The Rural Service Centres provide a wide range of services and facilities to the rural areas, including local employment opportunities.
Their role and internal sustainability should be strengthened by allocating modest additional housing and employment development to them, particularly in Robertsbridge.
As explained elsewhere in our representations it is considered that the housing target for the 'Villages' should be increased from 1,000 to 1,250 dwellings (Figure 8) in order to full develop the role of the Rural Service Centres.

Phasing the existing local plan allocations together with outstanding extant planning permissions to be delivered in the early part of the plan period is supported as these sites have been identified for development for some time and their technical suitabiity and sustainability merits have been established.

Whilst the allocation of 10,000 sq m of additional employment floorspace to the rural areas is supported, the paragraph should be revised to state that the majority of this additional floospace will be concentrated in the 2 Rural Service Centres as these are the most sustainable locations.
Such development would also serve to strengthen the Rural Service Centres, in particular Roberstbridge which benefits from good connectivitiy in respect of both road and rail.

Paragraph 12.24 and Figure 10 are objected to.
The Table in the figure should be sub-divided into 2 parts.
Firstly the 2 Rural Service Centres and secondly the remaining villages.
It is important to draw this distinction as the majority of the employment floorspace should be concentrated in the Rural Service Centres as being the most sustainable locations, in accordance with the approach set out in Policy EC6.2 of PPS4.

It is noted from the Rural Settlements Study that Robertsbridge (a Rural Service Centre) has an identified need for additional children's play areas.
This deficiency could be remedied by the early release of the Grove Farm reserve housing site which could provide a new children's play area in close proximity to the school. This would accord with Item (iii) of Local Plan policy VL7.

Item (ii) of the Policy should be revised to state that the encouragement of sustainable economic growth in the villages will firstly 'focus' mainly on the 2 Rural Service Centres, in particular Robertsbridge, because of its good connectivity, and secondly at appropriate levels in the smaller villages.
Item (v) of the Policy should be revised to increase the housing allocation for the villages from 1,000 to 1,250 in line with Representations Croudace have made elsewhere in relation to the Core Strategy consultation.

The identification of Robertsbridge for 109 to 119 additional dwellings between 2011 and 2028 is objected to.
This is because it is considered that the village has capacity to accommodate in the region of 250 additional dwellings without having any material adverse impact on the AONB and other constraints.
Figure 12 should be amended to reflect this.
