Need to include efficient and sustainable use of infrastructure and protection of amenity.
Efficient/sustainable use of infrastructure an important component of sustainable development.
Three ways to achieve efficient and sustainable use of water and wastewater infrastructure:-
. co-ordinated whole site approach to large sites
. separation of surface water from foul sewers
. large site sewers to adoptable standards
Propose overarching policy to promote efficient/sustainable use of infrastructure, to be consistent with PPS1.
Need to consider amenity in relation to proposals adjacent wastewater disposal and treatment facilities, in accordance with Appendix A of PPS23. The Core Strategy should have such a policy.

Question 7 re. meeting development demands in ways responsive to local and global environmental considerations

Protect all water resources.
Pollutants potentially adversely affect quality of water resources. Needs to protect water resources. The Local Planning Authority must consult the Environment Agency.
Manage flood risk, surface water can inundate sewerage system. Properties may become flooded by foul sewerage, even those remote from the flooded site.
Mitigation measures may be required. Development must incorporate surface water drainage to minimise risk of flooding. New development to have separate surface water and foul sewerage systems.
Must be efficient use of water to minimise consumption. Adopt the BREEAM method to assess environmental performance of new development and have policy to achieve a specific standard.

Question 8 re. securing the necessary infrastructure to achieve sustainable development and communities

Need to ensure adequate water supply and to plan for surface water and foul drainage. Additional water supply and waste water infrastructure will be required to meet the demand for new development.
Adopted Local Plans/LDFs provide certainty which is needed for Southern Water to plan its investment.
The Core Strategy should:
. support provision of water and waste water infrastructure
. allocate land to facilitate delivery of regional water resource schemes, including at Bewl Water/Darwell Reservoir
. secure appropriate developer contributions
. co-ordinate development with provision of necessary infrastructure
Developers should ensure long-term maintenance arrangements for Sustainable Drainage Systems.

Southern Water will meet demand for water and wastewater arising from new developments, as identified in adopted DPDs.
Adopted LDFs will inform investment plans (to be finalised in early 2008).
Detailed knowledge of the location and timing of new development is required. This will inform Southern Water investment programme. Southern Water is unable to provide necessary services for major new development until funding is approved by OFWAT.
Development that takes place in advance of adequate water and waste water infrastructure may lead to service failures such as low water pressure, flooding of property and environmental pollution.

Southern Water is committed to meeting the demand for water and wastewater services arising from new development, as identified in adopted DPDs.
Need to ensure capacity needs of the Local Planning Authority are delivered in phase with development. Adopted LDFs will inform Southern Water investment plans.
Detailed knowledge of the location of new development is required. It is anticipated that Site Allocations DPD will quantify the precise location, scale and timing of the development. This will inform Southern Water’s investment programme.
