Question 1 re. the key issues for development and change up to 2026
Representation ID: 18890
Received: 15/02/2007
Respondent: Persimmon Homes South East
Agent: Bell Cornwell
We consider that the themes do not properly reflect the need to provide in a timely manner, the strategic housing requirements. Our view is that there is a probability that the overall housing numbers for the Rother District will rise. In the meantime we consider that it will be unsound to proceed on the basis that the current Structure Plan figures will provide the basis for the Core Strategy. The Preferred Options stage of the Core Strategy should therefore either be delayed until the regional context becomes clear or it should be robust enough to possibly accommodate substantially higher levels of housing.

Question 2 re. managing future uncertainties
Representation ID: 18891
Received: 15/02/2007
Respondent: Persimmon Homes South East
Agent: Bell Cornwell
In terms of housing, the most appropriate rate of growth for Rother is that which is consistent with The South East Plan when it is finally approved.
In wider terms, the Core Strategy has to be robust enough to accommodate a range of options. Realistic spatial options should be properly considered and assessed through the SA/SEA process and set out clearly when the Preferred Options are published.

Question 9 re. general principles for guiding the location of development up to 2026
Representation ID: 18894
Received: 15/02/2007
Respondent: Persimmon Homes South East
Agent: Bell Cornwell
We broadly support the principles set out in paragraph 4.1 on page 26 insofar as it follows the principles set out in Local Plan Policies DS1 and DS2. In this context we note that sub-paragraph (iv) of policy DS2 provides for limited growth of selected villages that contain a range of services. Northiam falls within that category. This principle should be at the top of any list as a priority, and other principles made subservient to that objective. PPS3 has now replaced PPG 3 and places different emphasis on the criteria to be used in identifying suitable location for new housing. Northiam falls within this criterion and should be considered for new housing growth.

Question 21 re. options for the distribution of new development in rural areas
Representation ID: 18895
Received: 15/02/2007
Respondent: Persimmon Homes South East
Agent: Bell Cornwell
There should be some dispersal of development around the rural areas. In broad terms, however, this should be focussed more on the larger settlements such as Northiam, which have a number of local facilities. Endorse option 1 (Continue to focus on service centres), as it complies with the advice in PPS3.
