On average, the retired population of Rother has a low household income and places a greater demand on healthcare resources. The problems that this causes will be exacerbated as the Baby Boomers reach retirement age. The young people that choose to stay in Rother are likely to be those with a lower skill base and a correspondingly lower earning capacity. This means that the district will face significant problems meeting its funding requirements. In order to bridge this funding gap, the LDF must aim to make Rother a more attractive place to invest and increase employment opportunities for the young.

A conservative approach to growth is likely to produce half-hearted and self-defeating policies. But this does not mean that the LDF should set unattainable and unsuitable aims for growth and economic regeneration. The LDF must set bold but achievable goals that will have a tangible effect on economic regeneration.
By alleviating the infrastructure problems associated with the area Rother will automatically appear more attractive to outside investors. Recently, some businesses have relocated to the Harbour Road employment area from Hastings, this trend should be encouraged by adopting a positive policy approach to appropriate development along Harbour Road.

The overall aim of the core strategy should be to ensure that Rother can grow in an organic and sustainable way. This means helping local firms to achieve their potential for growth and making use of the natural resources available without damaging the ecological integrity of the area.
A further aim should be to encourage development which can contribute to improvements in sustainability.

The use of small/medium sized ports is recognised as a means by which reliance on road transport can be reduced. It is crucial that Rother encourages a wide range of employment opportunities so those who do not want to work in the service, tourism or agriculture sectors can stay in the area and contribute to growth. The LDF should support the harbour as a focus for regional growth and employment in accordance with Rye’s historic status as a successful port.

Rastrum’s experience is that there are no significant problems with local congestion. Although recognising that perceived poor connectivity of the region needs to be addressed to attract outside investors, Rastrum is confident that the existing road network is capable of absorbing the extra traffic that the wharf expansion would generate.
It is important that the LDF addresses the need to reduce global carbon dioxide omissions, including by encouraging more sustainable means of transporting goods. The LDF should support the increased use of Rye Harbour, the only port in the district.

Rother can support the more sustainable movement of goods around the country and Europe by supporting the expansion of Rye Harbour as a commercial port. This will also have the effect of helping to satisfy the demand for employment.

A number of factors threaten the Port’s and the Harbour Road employment area’s future. Rastrum supports the protection of nature conservation areas in the LDF however balance should be maintained between nature conservation interests and people having a good standard of living, including the right to employment and to the peaceful enjoyment of their land.
Any LDF policy to develop the port’s commercial potential will need Environment Agency support. The LDF should state that national and international funding for port maintenance and improvement will be sought.
The Saltings is an ideal site for the expansion of the employment area.
