Question 10 re. the merits of higher or lower levels of growth, especially in the short to medium term
Representation ID: 18640
Received: 31/01/2007
Respondent: Rye Conservation Society
we consider that there has to be a correlation between housing growth, infrastructure development and job creation. This argues strongly in favour of lower new house-building in the short to medium term. The already severe and mounting pressures on the built and the natural environment should be eased and not accelerated if possible.

Question 12 re. the split between the coastal belt and the rest of the District
Representation ID: 18643
Received: 31/01/2007
Respondent: Rye Conservation Society
The inclusion of Rye in the coastal belt may be geographically tidy but the special constraints of landscape and heritage militate against any significant housing development in Rye apart for new developments in the industrial zoning in Rye Harbour Road. Rye would be more appropriately included in the â€~rural’ rather than the â€~coastal belt’.
We support the findings in the draft South East Plan that there is no scope for greenfield expansion to the east of Eastbourne/Hailsham and Bexhill. We urge the LDF to incorporate this conclusion.

The current objectives for Rye will remain valid through the LDF’s timescale and should be carried forward.
We consider that tourism will remain the principle economic activity and that more light industry at Rye Harbour and increased home working will provide the necessary concomitant drivers towards economic growth and prosperity.
The document refers to work undertaken for the Inquiry as supporting the need for further shopping floorspace in Rye. This finding and the procedure involved were criticised by the Inspector for lack of public consultation. It is essential that Rye keeps and expands its range of specialist shops.

Question 19 re. the most appropriate development option for Rye
Representation ID: 18646
Received: 31/01/2007
Respondent: Rye Conservation Society
â€~Option 2 â€" consolidation’ is the correct and most appropriate model for Rye. We would not accept that the adoption of this model would pose any inhibition upon the development pressures for infill housing as suitable sites become available. We consider that Rye is capable of sustaining higher density building in smaller accommodation units and that this is best suited to the requirements of young families in the area looking for first homes.

Question 6 re. addressing poor connectivity with the wider region and London, localised congestion and high reliance on car use
Representation ID: 18707
Received: 05/02/2007
Respondent: Rye Conservation Society
The Regional Spatial Strategy recognises the linking of communities along the east-west coastal corridor to achieve regeneration. The Strategy must include improved transport links to allow people to access jobs and services. Better transport links open up employment opportunities, encourage business investment and reduce environmental damage from congestion. Links to Eastbourne and Ashford should be referenced.
The Eddington Review emphasises that a lack of road infrastructure investment is damaging economic growth. The road improvement schemes identified in the Document will be inadequate to rectify the historic lack of investment and the demands indicated for regeneration and growth.
