The exclusion of Hastings and St Leonards makes it difficult to plan a spatial framework to 2026. It excludes an urban area in the middle of the region on the basis of political boundaries.
The Vision and Objectives should encompass the South East Plan’s Sussex Coast sub-region. It would be more logical to include the Hastings LDF within this Document, particularly when considering the Bexhill-Hastings Link Road and regional transport issues. Continuing work with the Hastings and Bexhill Taskforce and the Hastings and Bexhill Seafront strategy demonstrates the need to integrate Rother’s Core Strategy with Hastings’.

In the absence of Bexhill-Hastings and Winchelsea-Rye bypasses, there are serious difficulties planning an effective east-west regional road network between Pevensey and Brenzett. The Core strategy must identify where substantial road infrastructure investment is needed to achieve its objectives, including:
· A21 Baldslow junction improvement to coincide with the Link Road
· A259 Bexhill St Leonards Road â€" Bulverhythe â€" West St Leonards improvements
· A259 diversion north around Winchelsea to eliminate dangerous decent and bend
· A259 junction with Rye Harbour Road
· A259 South Undercliff â€" Fishmarket Road: dangerous bend replaced with roundabout to serve Fishing Quay.

No mention is made in the Document to South East Plan Policy T10 re ports and short sea shipping.
Rye Harbour is of regional rather than national significance but the Port of Rye is projecting trade increases and has capacity to accommodate larger vessels. The Port has established markets. Moving cargo by sea reduces carbon dioxide emissions and relieves regional roads of heavy commercial traffic. Increases in sea-borne cargoes with the continuing development of the Harbour Road employment area makes a major road improvement at A259-Rye Harbour Road junction and the bridge over the Brede sluice an absolute priority.
