In theory, policy requiring land to come forward together as comprehensive redevelopment is appropriate. However it isn't always possible to secure development this way. This may restrict development opportunity. How would RDC determine whether sites should come forward together?

Supporting text indicates policy is underlined by an intention to secure funding for necessary infrastructure. However development of a scale requiring such significant infrastructure often comes forward together, or when it does not, CIL/S106 can ensure necessary infrastructure is delivered. RDC should rely on existing Core Strategy policies or alter policy text to relate to development of a certain size/type/specific allocations.

5.15. In theory, a policy requiring land to come forward together to enable a comprehensive redevelopment scheme is an appropriate approach to take. However, in reality, it is not always possible to secure development in this way. Each land owner will have their own intentions and aspirations for land, whether it be to build upon it or retain it for other long term uses. As such, setting a policy specifically requiring land to come forward together may restrict development opportunity. Equally, how RDC would determine whether sites should come forward together would need to be subject to specific, detailed methodology and justified on a case by case basis. If a policy of this nature was to be included in the DaSA, it would be more appropriate for it to outline that such an approach would be favoured, and not "normally be required".
