In deciding whether to prepare a policy on external standards, RDC needs to consider what impact this may have on the ability to make an efficient use of land and ensure an appropriate quantum of development can be provided at an acceptable standard to remain attractive to existing and future residents in the District. In some instances this may simply be impractical, and therefore some flexibility should be included.

Further clarification should be provided to ensure applicants are aware of what RDC is expecting with specific regard to what is "appropriate".

5.8. In deciding whether to prepare a policy on external standards, such as amenity space and parking, RDC needs to consider what impact this may have on the ability to make an efficient use of land and ensure an appropriate quantum of development can be provided at an acceptable standard to remain attractive to existing and future residents in the District. For example, the proposed policy DHG3 part i) states that gardens should be at least 10 metres in length. In some instances this may simply be impractical, and therefore some flexibility should be included in the policy text or accompanying preamble.

5.9. Equally, regard must be given to the wide variety of needs of the community, including those who may not want, or indeed be able to manage a garden space. The policy also indicates that for flats, an appropriate level of useable community space will be expected. Further clarification on this requirement should be provided to ensure applicants are aware of what RDC is expecting with specific regard to what is "appropriate". This would also apply to what RDC consider to be "sufficient bin storage".
