Development and Site Allocations (DaSA) Local Plan - Options and Preferred Options

Representation ID: 23338

Received: 20/02/2017

Respondent: Mr Keith Hollidge

Representation Summary:

The development boundaries around settlements require comprehensive review if the 5 year land supply target is to be met.

Until the policy wording is put out to consultation, Option A is rather meaningless and just gives the LPA carte blanche to restrict housing development contrary to NPPF requirements and emerging central government policy.

Currently, Option B would be the preferred option as at least it gives some flexibility as to where housing development could be allowed.

Policy DIM2 would appear to indicate there is no intention of reviewing development boundaries around settlements contrary to para 11.8 and OSS2.

The development boundaries around settlements require comprehensive review if the required 5 year land supply target is to be met as defined by objectively assessed housing need.

Until the policy wording is put out to consultation, Option A is rather meaningless and just gives the LPA carte blanche to restrict housing development contrary to the requirements of the NPPF and emerging central government policy.

Currently, Option B would be the preferred option as at least it gives some flexibility as to where housing development could be allowed in accordance with OSS2.

Policy DIM2 would appear to indicate that the LPA have no intention of reviewing development boundaries around settlements contrary to the statement in para 11.8 and OSS2 so clearly there is a conflict.

Finally, I would like to suggest that the development boundary for Rye be extended to include the land at the end of Hilltop Drive shown outlined in red on the attached Title Plan, the area within it outlined in green having already been developed for housing.
