I agree with the policy approach to a comprehensive development but reserve judgement on the proposed policy wording. It should be noted that the correct and sensible approach does not of itself ensure a sensible outcome. For the reasons stated in answers to your questions in 81, 82, 83 some very unwise and ill thought out proposals have resulted.
