Reason: Development boundary policy must be definite and give certainty. No
reasons are provided for inclusion of "normally" or circumstances explained where development may be permitted which does not accord with Local Plan policies or for which a countryside location is unnecessary. Planning law requires that all applications for planning permission must be determined in accordance with the development plan unless material considerations indicate otherwise: there is accordingly no requirement to insert "normally" into the policy wording.
