The word 'site' needs to be defined for this policy.
Is the 'site' a tract of land of which only part is put forward to development, and a use must be given for the remainder of the land?
Or is 'site' only the area considered in one of the site allocations in this document and the neighbourhood plans and therefore what happens to the surrounding of this 'site' are not the concern of the planning process (even if it later turns out that there are plans to develop this ground as well).
