yes, but it does not deal with EXISTING developments that have become more noisy and obtrusive over the years, Coldharbour farm started as a small saw mill in the old cow barn, and is now very noisy automated plant, polluted with car company engine oil dumps, tyres, paint drums, illegal sand blasting, gradual creep of use, lighting and now a grotty portacabin office on the farm yard "car park", you should be able to apply the rules RETROSPECTIVELY.
