* The progress that has already made in implementing Policy EM8 by extending the K&ESR (Kent & East Sussex Railway) line from Bodiam to Junction Road & Robertsbridge Junction Station to Northbridge Street . this demonstrates an existing capability and integrity of the current line's company, showing its management capability to deliver a project of this complexity in conjunction with the RVR
* K&ESR operation of passenger trains on both sections
* Economic benefits. For example the Arup partnership study identifies the completion of the lynton & barnstaple narrow gauge railway in North Devon will bring £32million / year into the local economy. There will be an initial investment of £18 million to realise this. although the RVR/ K&ESR will be shorter, its proximity to london means that there will be spin off economic benefits in similar multiple proportions
* Current planning application demonstrating continued progress in implementing Rother District Council's Local Plan
* Cooperation with the K&ESR, who operates the line when passengers are carried.objectives of both companies are interlinked
