Representation Summary:

this is paying lip service to the biodiversity issue as you did nothing when I alerted you to the damage to protected species when my neighbour bulldozed the coldharbour site for an illegal mobile home, and you did not put any stipulations on an environmental survey or retrospective financial penalty or biodiversity enhancement. ANY green field development results in a loss of biodiversity for that site and prospective and RETROSPECTIVE surveys and mitigation should be mandatory, especially onerous conditions should be applied to retrospective applications.
