We agree with the assessment of the HG17 site as a location for development. However the proposed 15 dwellings is excessive and doesn't take into account the countryside location of Hurst Green and leaves little regard for the quality of life for residents.

Making Policy HUR2 so prescriptive at this stage would diminish the value of the future Neighbourhood Plan.

Development within Hurst Green needs to be on a gradual scale over the entire time ten year+ period of the plan (not just the first few years) to allow local infrastructure to scale and the forthcoming Neighbourhood Plan to influence its direction.

We agree with the assessment of the HG17 site as a location for development. However the proposed 15 dwellings is excessive and does not take into account the countryside location of Hurst Green and leaves little regard for the quality of life for the residents of the new or surrounding dwellings, which includes size of the property, space between the properties, realistic parking requirements (given Hurst Green's rural location) and adequate outdoor garden space.

These characteristics would, we believe be in-line with any future Neighbourhood Plan, which we understand is currently in development and this should be both respected and referenced within the plan. Making Policy HUR2 so prescriptive at this stage would render any future Neighbourhood Plan largely valueless and would in our opinion, contradict the purpose of having such a plan, affording local people to have a say in how Hurst Green is developed.

It would appear that Hurst Green's ten year plus allocation as it currently stands would be achieved by the first few years of a plan if the proposed 75 dwellings were built under the proposed Policies HUR1 and HUR2. We do not believe that anywhere in the core plan, does it state that a Village's entire allocation needs to be built in the first few years of a plan which covers a period up to 2028.
