APPENDIX 1 - GLOSSARY

Developer Contributions:
It is recommended that this definition be amended to read as follows: "Development Contributions - contributions of land, finance and works (aka "in-kind") and/or commitments regarding the future use and/or occupation of development(s) that are necessary, in planning terms, to enable the development concerned to go ahead."

REASONS:
• Rather than being "... made by a developer ..." the sorts of contributions referred to are actually funded by landowners out of the uplift in land values resulting from the grant of planning permission for development rather than by developers. The Glossary should, therefore, refer to "development contributions" in order to avoid any implication planning permissions might be bought and sold.
• While some development contributions might "... remedy the impact of development ..." most will only mitigate such impacts.
• Some development contributions comprise or include property.
• Other development contributions, e.g. obligations to implement travel plans, aim to mitigate impacts by regulating use and/or occupation of the development(s) concerned rather than by funding or providing facilities or works.
