At b iv (c), we do not agree that this is a demand management measure, while at b vii we recognise the greatly increased opportunities for short car trips will undermine sustainable alternatives.

We believe that there is no reason for a dichotomy between the 'Strategic' and the 'Local'. They have a strong inextricable relationship
