Note that the draft 'Masterplan' has not be subject to any viability appraisal. The 'Masterplan' sets out a number of social and physical infrastructure requirements and is consulting on the scheme which promises to deliver 40% affordable housing, new primary school, highway improvements etc. It promises to deliver all these elements, without actually knowing that the package of infrastructure is deliverable.
