BWEA welcomes preparation of this SPD and supports the Council's vision for low carbon sustainable development and emphasise the potential contribution of renewable technologies in ensuring sustainable development.

Recommend inclusion of references to PPS22 Renewable Energy, and the new Climate Change supplement to PPS1.

BWEA suggest a policy for mandatory on-site renewable energy, as requested by Minister for Housing and Planning. This onsite renewable energy should provide electricity for at least 10% of all building needs.

In order for SPD to establish the community as an example of sustainable design, BWEA would like greater emphasis given to renewable technologies.

Representation Summary:

Object to the development as its sustainablity is fatally flawed by reliance on the Link Road. It will pre-determine the car as the prime mode of transport, and hamper development of high quality alternatives to the car.

The 'Manual for Streets' signals a move away from developments dependent upon major road schemes.

The 'Masterplan' needs a re-think. According to Hastings Multi-Modal Study in 2000 much of the development could be built without the Link Road. Developer contributions should be used for alternative transport.

The final SPD should explain the term 'extra care scheme' in paragraph 5.43. It should clarify that entry level for shared equity housing should be set at the time and that the 25% suggested in paragraph 5.50 is an indicative target not a rigid requirement.

Hastings supports the objective to maximise employment potential and attract good quality jobs. Strongly supports the intention to provide serviced plots. However, there needs to be a greater degree of flexibility and balance in the mix of uses to be accommodated here and that these should complement the provision being made elsewhere in the area. North Bexhill is the only location capable of accommodating existing general manufacturing and distribution companies in the area seeking larger premises, and there should be more positive support for these.

The employment land release is required to turn the fortunes of Bexhill and Hastings. It would therefore be appropriate to specify in paragraph 5.29 the strategic significance of North Bexhill for both towns.

Concerning employment, sufficient flexibity is required within the guidance to allow for changing circumstances and practical experience. If the local economy is too weak to support private sector investment Sea Space is prepared to explore with Rother Council ways in which public intervention may be appropriate to secure its delivery.
