Due to limited resources for survey work, national, regional and county policies cannot be based upon an intimate knowledge of the functioning of an individual District. Such policies must be interpreted and applied at a District level in a manner that does not frustrate the legitimate aims of the District. With the provision of housing in villages and market towns it is important to recognise that some additional housing may be a legitimate means of enabling not only the meeting of local needs for housing and local services, but also the improvement of the environmental quality of the village.
