The protection of 'countryside gaps' is a planning policy that needs re-examination. In practice, some land that falls within designated 'strategic gaps' is actually less sensitive than land that falls outside such areas.
The general principle (xii) should be replaced with the following:
"Recognising the individual character and form of individual settlements and ensuring that this is not compromised".
The protection of strategic gaps might be one means of achieving this aim, but it allows for other townscape and landscape approaches to be followed.

The High Weald AONB is not a suitable location for large scale housing allocations. Large sites for housing should not therefore be located within the AONB. However there may be potential for a wide range of small scale, sustainably located development within the characteristic dispersed pattern of settlement that will meet local needs and be designed to promote the local character of the area.

Councillors fully support the High Weald 20 year Management Plan to preserve and support the unique qualities of villages like Beckley as dispersed settlements based on non-agricultural rural industries.

The natural environment and the built environment are underplayed in Section 10. The Local Plan principles (i) to (xiv) should be included in the LDF with SSSIs added to principle (vi). There is no reference to historic towns and conservation areas; there should be specific inclusion of best practice conservation area management principles in the LDF.
The need for measures to address environmental issues such as water and energy conservation and waste recycling are not adequately featured in the strategy principles, though their importance at the national level is acknowledged by citing PPS1 on page 19.

It is considered that the general principles of the Local Plan provide a comprehensive basis upon which to determine the location of development. However, it is considered that the principles could be summarised and reduced, as it is not considered that every development will be able to fully accord with each principle and as such the Core Strategy should provide a more flexible approach. It is inevitable that change will occur in those twenty years, which may render some of the guiding principles redundant, it is therefore considered more appropriate to identify key principles which provide an element of fiexibility.

Principle (i) - although brownfield land development has priority, some development of greenfield land may be needed. There needs to be specific mention of this to ensure it is the best connected land with the lowest ecological value (therefore most sustainable).

The Strategy should prioritise the use of previously developed land (PDL), include local PDL targets/trajectories and incorporate strategies for bringing PDL into housing use (see PPS3).
The Strategy should ensure a flexible/responsive housing land supply. It should include policies and implementation strategies to ensure sufficient, suitable land to achieve housing and PDL delivery objectives.
The approach should reflect PPS3, paragraph 53. Short term sites should be deliverable and developable.
Greater emphasis should be given to the sequential approach to identifying sites than the Local Plan. In the absence of suitable urban sites, PDL adjacent to existing settlements should be allocated.

Due to limited resources for survey work, national, regional and county policies cannot be based upon an intimate knowledge of the functioning of an individual District. Such policies must be interpreted and applied at a District level in a manner that does not frustrate the legitimate aims of the District. With the provision of housing in villages and market towns it is important to recognise that some additional housing may be a legitimate means of enabling not only the meeting of local needs for housing and local services, but also the improvement of the environmental quality of the village.

The HA is in favour of achieving accessibility through a greater choice of safe and convenient transport methods rather than private car based travel alone. The HA is therefore suggesting that, in order to fully comply with PPS12 Test of Soundness 4 and 7, local level land-use development strategies take the opportunity to reduce the need to travel and reliance on the private car, and encourage travel by sustainable modes.

We support the broad principles for the location of development, particularly the priority to make best use of urban land, especially through the re-use of previously developed land / buildings.
With regard to retail, we recognise that the size and location of existing units do not provide for an attractive shopping environment for customers and occupiers. Therefore, alternative locations are required, and existing out of centre locations should be considered appropriate for further retailing, such as Ravenside Retail Park.
Community and recreation facilities in out of town location may not be the most appropriate location as modernisation and expansion in existing locations would not be possible.

Since the Local Plan was adopted PPS9 has strengthened its protection of ancient woodland. It states that "They should not grant planning permission for any development that would result in its loss or deterioration unless the need for, and benefits of, the development in that location outweigh the loss of woodland habitat" Policy NRM5 of the South East Plan currently reads "Protecting ancient woodland from damaging development and land uses" We suggest that the principle in this Local Development Framework is strengthened to 'ensuring no development in ancient woodlands'. Ensuring the protection of ancient woodland to the same standard as SSSls would help with this.

We have reviewed the 14 criteria derived from the current Local Plan as broad principles guiding the location of new development.
We consider that an additional principle should be added, in recognition of the importance of the rural sector in Rother, committing the Council to support the proposals to achieve a healthy, diverse and prosperous rural economy whilst protecting the best and the unique features which characterise the rural environment in Rother.

We broadly support the principles set out in paragraph 4.1 on page 26 insofar as it follows the principles set out in Local Plan Policies DS1 and DS2. In this context we note that sub-paragraph (iv) of policy DS2 provides for limited growth of selected villages that contain a range of services. Northiam falls within that category. This principle should be at the top of any list as a priority, and other principles made subservient to that objective. PPS3 has now replaced PPG 3 and places different emphasis on the criteria to be used in identifying suitable location for new housing. Northiam falls within this criterion and should be considered for new housing growth.

When forming coastal policy, adequate importance must be given to protecting agricultural land. Concerned that funding pressures will result in coastal management concentrating on working with natural processes without adequately protecting the economic and social values of the coastal zone.
Agricultural land must not be considered sacrificial â€" it has an economic value and is the principal capital asset of many farm businesses. The strategic significance of this land in providing food and renewable energy crops now and for the future generations should not be underestimated. Agricultural land when flooded by seawater is not easily restored to a productive state.
