54. What are your views on the Council's proposed spatial development strategy and proposed minimum targets for housing and employment growth?

Overall the policy appears to be cogent and logical. With respect to Northiam the policy strategy states ‘clusters of villages based around the towns of Battle and Rye which act as key transport hubs’. We do feel that describing Rye as a ‘transport hub’ is stretching its usefulness. It would help if the buses coordinated with the trains!
This is a strategy that will need to be amended in line with revised Govt. policy i.e. fixed housing numbers.

The only site set out in the DaSA is as below
and was also set out in the RDC DaSAP 2019. Given the protected trees on the site, the large pond, the slope and possible ownership issues, NPC questions whether 6 units is practical and achievable on this site.
NPC has considered the reasons for the rejection of other potential sites in Northiam and supports the conclusions reached.

It is stated that the exact % of affordable housing to be provided within each development will be specified after this consultation and following a viability report. Such reports have scuppered many a scheme in Rother. RDC needs to consider the tricks that can be played by developers such as offering a small number of affordable units knowing full well that no social housing providers (SHP) will take them up and they will then revert to market housing as recently in Northiam.
How about RDC purchasing them and entering into an arrangement with a SHP?

118. Do you consider that prioritising affordable housing or the Community Infrastructure Levy is more important for Rother?

It is not a question of one or the other. All housing, affordable or not, requires suitable and appropriate infrastructure.
We await the new government policy on affordable housing and how it may be funded.
