As a charity which opens the way for everyone to enjoy the pleasures and benefits of walking, Ramblers urge Rother Council to ensure that wherever Walking, Wheeling and Cycling routes interact with busy roads, localized widening of at least 2 metres – optimally 4 metres - is prioritized and guaranteed in order to make walking and wheeling the natural and safe choice for short journeys.
Clearly signposted, Filtered Permeability for Walking, Wheeling and Cycling must be provided between every new development and the closest transport node/s.
Specific examples: the entire pavement approach to and surround of Little Common roundabout, Bexhill; Barnhorn Road between Rosewood Park Estate and Little Common, Bexhill; Powdermill Lane between Catsfield and Battle rail station.

p.432 of the Draft Planning document states that ´No Monitoring is Proposed´for the Vision of the Countryside. Ramblers urge that specific methods of measuring and monitoring are incorporated into this vision.
The proposed Vision states that ´New development will be strictly limited to that which supports local agricultural, economic, tourism or housing needs (especially for affordable housing) and maintains or improves the rural character.´
These criteria are measurable. They can and must be monitored in order to protect the Rother countryside and to support Rother´s proposed policies GTC7: Local Nature Recovery Areas, GTC8: Biodiversity Net Gain and HWB1: Supporting Health and Wellbeing - the importance of nature as essential to our continued wellbeing and the impact of restricted access to it.

All such routes should optimally be four metres wide.

As a charity which opens the way for everyone to enjoy the pleasures and benefits of walking, and which protects and enhances the areas where we all love to walk, Ramblers welcome the proposed policy on Public Rights of Way.
PRoW are regularly threatened by building developments. Not only large developments can damage a PRoW - sometimes a single dwelling, new outbuilding or access route can impinge on a PRoW in a negative way.
Ramblers recommend that all planning applications are required to demonstrate explicitly how they will meet the Council´s policy where a PRoW runs through the application site, and/or where a PRoW runs in close proximity. Too frequently applications do not even acknowledge the existence of a PRoW - these in particular are plans to watch out for. There needs to be a robust checking process in place both during the initial application phase and in subsequent phases.

Re-routeing Public Rights of Way onto estate roads and estate pathways is not acceptable.
Safe crossing over busy roads, and the provision of safe Walking, Wheeling and Cycling routes alongside busy roads, must always be provided – thus improving connectivity from one PRoW to the next.
Where a field or site boundary is crossed, gates should be installed rather than stiles, to maximize step-free access.
Provision of a protective width of four metres for PRoW should be required by all developers/applicants.
