The Dark Skies Policy seems to apply only to rural areas, yet lighting spills and sky glow from conurbations affect rural skies. Acknowledgement of lighting pollution and best practice for reducing it in the towns and more built up urban areas should be a material consideration in planning decisions.

There are concerns that as to how the drive for new green low-energy use builds can be reconciled with our Dark Skies Policy, given that these builds often incorporate huge windows and areas of glazing into the design.

We request that additional standards be added to the policy wording, so that artificial lighting proposals must also:
(1) Follow the International Dark Sky Community Program Guidelines to ensure lighting is warranted and justified, has appropriate light shielding, warm yellow lighting, only as bright as needed, only where needed and only when needed.
(2) Comply with the High Weald Management Plan 2024 and Lighting Guide.
