We are broadly in agreement with this section but do feel that the current stress on businesses could be helped by lowering business rates. This is a Government matter but should be included as a lobbying point.

1) We are currently struggling to clarify the claim of unviability on the Strand Meadow development of 30 homes in Burwash.
2) We are also unclear why the new proposals within rural areas have increased the size of the development from 5 to 6 units before on site affordable housing requirement is triggered.
We also believe that the current policy on the type of affordable housing provided through developments which includes shared ownership and affordable rent should be reviewed. The Housing Needs Survey we carried out as part of the Neighbourhood Plan shows that one of the two principal areas of need was from young working families on low incomes who need social rented units and are currently being priced out of the higher rents (80% of Local Market Rents) which are provided through the Affordable Rent product. Their incomes also preclude them from shared ownership. It is clearly not right that hard working families should be 'too poor' to be able to access affordable housing.

Exception sites are by their very nature rare. We therefore feel that where the land is coming forward at lower than market rates as is the case with exception sites, that there shouldn't be the need for market sales to provide further subsidy.

We feel that there should be a limit of say 50% on size of any extension. This is particularly pertinent to smaller dwellings to ensure that they remain in a lower price bracket.

Policy DEN2: The High Weald Area of Outstanding Natural Beauty (AONB)

This policy as drafted leaves unacceptable holes which will be exploited by developers. In doing so it makes the case for not building on AONB much harder and seems to go against the advice within the NPPF paragraph 171 which states:
"Great weight should be given to conserving and enhancing landscape and scenic beauty in National Parks, the Broads and Areas of Outstanding Natural Beauty, which have the highest status of protection in relation to these issues"
We have already been in dispute with what constitutes a major development when RDC ruled that the Denton Homes scheme of 42 units was not major.

This section is welcomed but the Parish Council feels that it needs to go much further to include the rural areas. The gaps between Burwash, Burwash Weald and Burwash Common and Burwash Parish to Etchingham and Broad Oak are equally important Strategic Gaps providing 'green lungs' between the villages.
