This policy as drafted leaves unacceptable holes which will be exploited by developers. In doing so it makes the case for not building on AONB much harder and seems to go against the advice within the NPPF paragraph 171 which states:

"Great weight should be given to conserving and enhancing landscape and scenic beauty in National Parks, the Broads and Areas of Outstanding Natural Beauty, which have the highest status of protection in relation to these issues"

We have already been in dispute with what constitutes a major development when RDC ruled that the Denton Homes scheme of 42 units was not major.
