There is a serious problem particularly in villages in allowing extensions to modest properties which end up absorbing most of the garden and/or car parking space, meaning that on resale the property moves into a higher price bracket, pricing local people out and reducing the availability of smaller dwellings.
A sensible approach has been demonstrated in the South Downs National Park Draft Plan, policy SD 45, which requires that extensions must not "result in the loss of a small dwelling" and "small" is defined as being under 100 sq.m. RDC should adopt such a policy.
