Representation Summary:

To promote recycling, on all large sites of 100 or more dwellings, there must be provision for large recycling facilities, as is done in the rest of Western Europe.

Cycle storage must be provided for all dwellings including flats.

In rural villages, there is pressure on on-street parking, so a higher provision of parking for new dwellings, above the current ESCC standard should be prescribed.

The countryside in Rother is under threat from development of new dwellings because of need. Therefore it is even more important that further erosions into the countryside are restricted as tightly as possible. If an extension is granted then permitted development rights for that site should be withdrawn.

Occupancy conditions have crept up in length of stay permitted, to such an extent that properties are being advertised locally as capable of being occupied for 51 weeks of the year. An occupancy condition must be realistic therefore and be 48 weeks or less. The condition also needs to be monitored properly by requiring of the developer positive evidence of its empty state.

It is not clear how Policies DCO1 and DEC3 will operate together, as there appears to be an overlap. The criteria should be the same for both if the two are monitored as separate policies and should as a minimum require:
a) lack of existing use for at least 24 months;
b) evidence of positive professional marketing for at least 18 months; and
c) clear evidence of a lack of viability, which must be subjected to independent and publicly available scrutiny.

We agree with the maintenance of Strategic Gaps and the cases referred to in your policy. We would suggest in addition the following:
Rye and Playden
Battle and Crowhurst
Broad Oak and Brede/Cackle Street
Battle and Netherfield

Also we believe that there may be other opportunities in Rother for the use of a similar policy, which we would call 'Green Wedges', where the countryside is able to be seen from within a development boundary. Examples would be to the south and north of the High Street in Battle.
