Development and Site Allocations (DaSA) Local Plan - Options and Preferred Options

QUESTION 43: Do you agree with the requirements of Policy BEX15? If not, how would you wish to see it amended?

Representation ID: 22219

Received: 09/02/2017

Respondent: 9th Bexhill Scout Group

Representation Summary:

No.
At no point within Policy BEX 15 is there mention of the current Scouting provision located at 9th Bexhill Hall.

Our recommendation would be

(xii) Provides continued Scouting opportunities either at the current location of the 9th Bexhill Scout Hall or within close proximity to their current site. Close proximity within this context would mean within preferred site BX122 boundary or not less than 500 meters from the boundary of preferred site BX122

The above statement would be in line with items 7 and 8 of the Sustainability Appraisal Document Nov 2016.

QUESTION 43: Do you agree with the requirements of Policy BEX15? If not, how would you wish to see it amended?

Representation ID: 22220

Received: 09/02/2017

Respondent: 9th Bexhill Scout Group

Representation Summary:

Page 183, Section titled, Key Constraints/Opportunities, paragraph 1.
Identifies BX122 as "having a scout hut", and
"The Freehold of the land is in one ownership but there are multiple leases and sub leases."

The 9th Bexhill Scout Group Trustees are holders of the freehold of the site to which the 9th Bexhill site is on. That site is within area BX122 thus giving a false impression of the available land development opportunities.

This misinformation is reiterated in relation to the map shown on 182 where the preferred site BX122 boundary overshadows the site of the 9th Bexhill Scout Hall.

QUESTION 43: Do you agree with the requirements of Policy BEX15? If not, how would you wish to see it amended?

Representation ID: 22436

Received: 03/02/2017

Respondent: 9th Bexhill Scout Group

Representation Summary:

No. No mention of or retention of the Scouting provision located there.

However ample acknowledgement is provided to the existing coach and lorry park.

Our recommendation would be to make addition to Policy:

(xii) Provides continued Scouting opportunities either at the current location of the 9th Bexhill Scout Hall or within close proximity to their current site. Close proximity within this context would mean within preferred site BX122 boundary or not less than 500 meters from the boundary of preferred site BX122

This would be in line with the Sustainability Appraisal.

Would also be compliant with option C Policy DCO1.

At no point within Policy BEX 15 is there mention of , let alone retention of, the current Scouting provision located at 9th Bexhill Scout Group Hall.
However ample acknowledgement and intent is provided to the existing coach and lorry park based in Wainwright Road within BEX 15 (x).

Our recommendation would be to make an addition to Policy BEX 15 by inserting the following.

(xii) Provides continued Scouting opportunities either at the current location of the 9th Bexhill Scout Hall or within close proximity to their current site. Close proximity within this context would mean within preferred site BX122 boundary or not less than 500 meters from the boundary of preferred site BX 122

The above statement would be in line with items 7 and 8 of the Sustainability Appraisal Document Nov 2016.
Also (xii) would be compliant with Development Policy 7 and or its possible new policy, option C Policy DCO1: Retention of Sites of Social or Economic Value. In particular its last paragraph

"Proposals should not result in the loss of facilities or features which may undermine the viability of its use, including, but not limited to, carparks, gardens, and function rooms."

QUESTION 43: Do you agree with the requirements of Policy BEX15? If not, how would you wish to see it amended?

Representation ID: 22439

Received: 03/02/2017

Respondent: 9th Bexhill Scout Group

Representation Summary:

It is noted page 183 identifies BX122 as "having a scout hut", and states "The Freehold of the land is in one ownership but there are multiple leases and sub leases."

This is untrue. The Scout Group Trustees are holders of the freehold to which the Group is situated on. That site is located within the area identified thus giving a false impression of the available development opportunities.

This misinformation is reiterated on the map where the preferred site BX122 boundary overshadows the Scout Hall.

Please rectify to show the clear boundary of site, text and maps regarding BX122.
