Wind turbines are inappropriate in the High Weald AONB as they are in direct conflict with 'natural beauty'. New housing when oriented correctly should be required to install solar PV as a low impact highly efficient form of low carbon Energy. All new developments both domestic and industrial should be required to fit solar PV with the property owner having full ownership (that is not a rent a roof scheme). All existing industrial units should be incentivised to add solar PV.

It is all too easy for site owners to 'put potential new buyers or lessees off' by even a slight overvaluing of the market price/rental value or simply not being prepared to enter into a sale with someone wishing to buy at market prices should the underlying reason for marketing be to seek a change of use. A much tougher test should be sought/longer time period of non-use. For example it is clear in the case of village shops and pubs that quality of the owner or landlord can make the difference between the success and failure of a business.

The suggested preferred policy option B is highly prescriptive and attempts to stifle a very important rural industry. The bridleway system in Rother is poor and horse riders have equal rights to all other modes of transport over the highway system. The proposed policy attempts to limit riding activity to areas with good bridleways which simply don't exist in Rother. The BHS's advice should be sought on this policy.

There is a disconnect between RDC's housing policy and core strategy. The core strategy attempts to increase affordable housing in isolated rural areas without good public transport/shopping facilities whilst the housing policy relocate persons from Bexhill to rural areas, taking individuals from a well serviced town to poorly serviced isolated areas whilst by virtue of the bidding system placing those in rural areas in areas away from where they live/work. The impact of CIL in northern Rother and 40% affordable housing requirement will suppress housing delivery as it will reduce developer profitability. Policies must be dovetailed.

Affordable housing: policy option B is preferred. There is a disconnect between RDC's housing policy and its core strategy. The core strategy attempts to increase affordable housing in isolated rural areas without good public transport or shopping facilities whilst the housing policy seeks to relocate persons from Bexhill to rural areas, thereby taking individuals from a well serviced town to poorly serviced isolated areas whilst at the same time by virtue of the bidding system placing those who live and work in rural areas not able to locate near where they live and work. The combined cost of the CIL in northern Rother and the cost of the affordable housing requirement of 40% will suppress housing delivery as the combination of the two costs will reduce developer profitability by approximately 1/3rd which will drive developers to more profitable areas with a lower affordable housing requirement. Policies need to be dovetailed to allow people who work in or near their village to be able to easily access affordable housing but equally importantly low cost starter homes for those unable to meet the housing list requirements but who are still unable to afford market price housing in rural villages.

Page 75 point 11:it should be clearly spelt out that the employment sites at Marley Lane are wholly within Sedlescombe parish and should be considered part of the employment for both Sedlescombe and rural areas not Battle. It is simply wrong to apply these sites to Battle's requirement. This issue has been raised and not corrected at each stage of the core strategy and still remains uncorrected. By mis-stating this detail the plan is significantly understating rural employment sites. In addition the DaSA fails to include the Sedlescombe sawmills which when redeveloped will contribute to the rural employment sq/m requirement.

Page 75 point 11: it should be clearly spelt out that the employment sites on both sides of Marley Lane just in from the intersection of the B2244 are wholly within Sedlescombe parish and should be considered part of the employment for both Sedlescombe and rural areas not battle. It is simply wrong to apply these sites to Battle's requirement as they are some 3.5 km from Battle PO but just 1.8km from Sedlescombe PO. This issue has been raised and not corrected at each stage of the
core strategy and still remains uncorrected. By mis-stating this detail the plan is significantly understating rural employment sites and overstating Battle employment sites. In addition the DaSA fails to include the Sedlescombe sawmills which when redeveloped will contribute significantly to the rural employment sq/m requirement.
