There are no clear proposals about how RDC will seek 'engagement with all sections of the community'. In para 2.5 a reference to using different consultation processes are balanced by the phrase 'subject to available resources' which does not make a clear commitment to this engagement. There needs to be clear statements of intent about the actions RDC will take and the resources it will commit to this.

There needs to be a clear statement here about how the public shall be informed about planning applications or policy developments. In other words what are the minimum actions RDC will commit to to ensure that the above are informed regardless of resources available. Surely if this is about community involvement, then this commitment needs to be clearly defined.

Does RDC contact all on the 'list of consultees' or only 'relevant' people ? If this is only a subset of the live list, will there be a list of those contacted ? We would like this to be compiled and presented in a way that enables people to see if anybody has been omitted. We would like there to be a link to this 'live' list for public access.

The last 4 bulleted proposed means of communication are not proposed to be obligatory which reduces the range of consultees and participation significantly and should be made obligatory in our view.

Who are the 'known consultation bodies' ?

The publication on the RDC website and the issuing of posters or leaflets does not, in our view, constitute adequate information to people as part of the consultation process.

In Table A 'Publication of the Proposed Submission Plan', you state 'comments made in response to consultation on an earlier versions are not carried forward....they need to respond again' This does not encourage or value positive and ongoing engagement from the public.

Your online system is difficult to use and is repetitious. This is likely to discourage people unfamiliar with using this website from commenting. The system needs to be much simpler and easier to navigate and more user friendly.

It also needs a feedback comment regarding ease of use.

We would like RDC to supplement the pink notice placed adjacent to an application site with a letter direct to neighbouring households as is done by other local authorities

RDC should include the public right to speak at planning meetings which is a right recognised by all other LPA and MPA in East Sussex and by the majority of those in England.

This does not include email copies to those individuals and organisations who have made representations on the application. This is good practice and should be done by RDC in line with other Councils.
