The document should make reference to the Government's Draft National Planning Policy Framework as this sets out the 'direction of travel' of how national planning policy is going to change during 2012. This is a major failure in the Core Strategy because the new policy is trying to increase house building to meet housing shortages and to boost economic growth. It is considered that the housing figures as set out are too low and need to be increased to a minimum of 5,600 dwellings. This is the base level figure as agreed in the South East Plan.

The proposed policy OSS1 does not reflect the planning advice set out in the Government's Draft National Policy Framework in that there is too much of a brake on future land release for housing. Rother District should have a minimum release of at least 5,600 dwellings as previously agreed in the South East Plan. Policy OSS1 should relate to this figure to enable more housing to come forward, especially in the key rural villages such as Ticehurst.

Policy OSS4 needs to be more precise with regards to the criteria as set out. There is a need for future development to be in a sustainable location and therefore the policy should include a criteria including a reference to the need for close proximity to local service. This is especially the case for villages.

However, there is a need to make provision and inclusion of a rural housing objective to promote housing growth and to create more housing choice. Currently the objectives are too conservation based and need to be more flexible to cater for housing growth at a higher level than currently set out in the Core Strategy.

The 40% affordable housing figure is too onerous as an inflexible percentage. This should be a target or goal in order to provide more flexibility for schemes to be commercially viable. The threshold of 5 dwellings is too low and should be set at a higher level of say 14 which in recent years has been the norm. Currently, the proposals as set out will stop housing coming forward and there needs to be a more liberal attitude to creating a workable policy. At the proposed level landowners will not release their land and the social housing provision will decrease.

The key diagram should show Ticehurst and Robertsbridge as Rural Service Centres suitable for housing and employment growth to clearly indicate their position as expanding villages in the future.
